2022 Shillelagh Man of the Year

The Barber National Institute is pleased to present the 2022 Shillelagh Man of the Year award to Robert J. Will.  For more than 45 years, Bob served the organization in a number of leadership roles, dedicating his career to ensuring that the best services possible for children and adults with disabilities and their families were available.

Bob and his wife Amy joined the organization in 1973 in positions providing direct care for adults with disabilities.  Bob became one of Dr. Gertrude Barber’s most trusted and valued employees, working closely at her side to bring her mission of hope to individuals across Pennsylvania.  Under Bob’s leadership in positions such as director of residential and day services, deputy administrator and chief financial officer, the organization grew to add a wide range of disabilities and behavioral health services in locations throughout the state.  Bob retired from his position as Chief Operating Officer, where he was responsible for general administration and facilities, in 2019.

Bob was widely recognized for his commitment to the welfare of persons with disabilities, serving two terms as president of PAR,  the largest state-wide provider advocacy organization, which presented him with its Leadership Award in 2013, Pennsylvania Advocate of the Year Award in 2016, and its Lifetime Achievement Award in 2019.

Throughout his career Bob was asked to serve on many key statewide committees that helped shape the Commonwealth’s policies and regulations relating to service delivery and funding for persons with intellectual disabilities and autism. He received the award for humanitarian services from the Sertoma Club of Erie for volunteerism in the community.

Bob joined the Barber National Institute Board of Directors in January 2022, where his insight about disabilities services and state regulatory procedures are invaluable in providing guidance to the organization to meet new challenges and opportunities.  Bob and Amy are also recognized for their philanthropic support of the Barber National Institute mission and initiatives.

The Wills are the parents of four children and have fourteen grandchildren and two great-grandchildren. Amy is a registered nurse who retired from the Barber National Institute after a long career, including serving as director of Nursing.  Together, after long careers of service, they enjoy traveling across the country in their camper with their 2 dogs.
