Maureen Barber-Carey, Ed.D.
Maureen Barber-Carey, Ed.D., has served as a
classroom aide, teacher, supervisor, and
director throughout a long career with
the Barber National Institute and the School
District of the City of Erie. She currently
holds the position of Executive Vice President
of the Barber National Institute. Dr. Barber-Carey
spearheaded the development of programs for
children with autism in the early 1990's, and
continues to provide administrative support
and guidance to the staff of the Elizabeth Lee
Black School. She has served on numerous
state-wide committees and task forces directed
at improving services for children in Pennsylvania.
She was also appointed by Governor Rendell to
serve as the Northwest Regional Chair of the
Governor's Commission on Children and
Families, and serves on PNC Bank's National
Advisory Board for their Growing Up Great
program. Dr. Barber-Carey holds a bachelor's
degree from St. Mary's College of Notre Dame,
a master's degree from the University of Missouri,
and a doctorate in Education from Columbia University.
Jennifer T. Freeland, Ph.D.
Jennifer T. Freeland, Ph.D., is the Clinical
Director of Autism and Behavioral Services at
the Dr. Gertrude A. Barber National Institute
and on the adjunct faculty at Gannon University.
Dr. Freeland has a particular interest in
behavioral intervention and services for
individuals with autism spectrum disorders.
Her previous experience includes founding and
coordinating an Applied Behavior Analysis Clinic
at Indiana State University for children with
autism. She also previously served as a
visiting professor in the Department of
Psychology at the University of Southern
Mississippi. She is the former co-director
of training of the School Psychology
Program at Indiana State University and
previously provided school psychological
services for children in special education programs.
A widely published author, Dr. Freeland
has written or co-written more than twenty
journal articles, chapters in books and
encyclopedia entries, including several
still in production. She is also currently
involved in research that includes projects
dedicated to increasing conversational
skills for children with Pervasive
Developmental Disorders.
Dr. Freeland earned a doctorate in School
Psychology with a minor area of specialization
in Special Education from Mississippi State
University, and completed an internship in
Pediatric Psychology at the University of
Nebraska Medical Center. She holds masters
and bachelors degrees in Psychology from
Louisiana State University.
Jeanne Baker, MS
Jeanne Baker, MS, currently serves as
the Administrative Director of
Children & Youth Services. Baker began
working at the Barber National Institute in
1979 as a behavior therapist. Since then,
she has held various management and
administrative positions within the
Residential, Clinical, and Children & Youth
service lines. Baker was instrumental in the
development and implementation of the Barber
National Institute's ICF/MR programs in Erie,
Philadelphia, and Pittsburgh, Pennsylvania.
She also established the Barber National
Institute's Behavioral Health Rehabilitation
Services (Wrap-Around) program. Baker has a
bachelor's degree from Mercyhurst College and
a master's in Counseling from Gannon University.
Scott Buck, BS, BCABA
Scott Buck, BCABA, is a Board Certified
Associate Behavior Analyst with 20 years
of experience serving children, adults and
families with special needs at the Barber
National Institute. He currently specializes
in providing behavioral health services to
adolescents with Asperger's Syndrome, as well
as providing consultative services for the
local Intermediate Unit.' Buck received his
bachelor's degree and completed a graduate
certificate program in Applied Behavior
Analysis through The Pennsylvania State University.
Ann Ellison, MA, BCBA
Ann Ellison, MA, BCBA, serves as the
Coordinator of Behavior Support at the
Barber National Institute. Over the past
20 years, she has provided services to
children, adults and families with special
needs. Ellison has spoken locally and
nationally on the topics of Asperger Syndrome,
Autism, and Applied Behavior Analysis. She
received a bachelor's degree from Edinboro
University of Pennsylvania and a master's
degree in counseling from Franciscan
University of Steubenville.
Brian C. Herman, MA, BCBA
Brian C. Herman, MA, BCBA, has focused on the
treatment of adults and children with Autism
and Developmental Disabilities at the Barber
National Institute for more than fourteen
years. Currently, Herman serves as the
clinical coordinator of our Intensive Autism
Program, where he supervises specialized
classes for preschool and elementary age students.
A Board Certified Behavior Analyst, he previously
worked in Behavior Health Rehabilitation Services
at the Barber National Institute where he specialized
in early intensive behavioral intervention for
young children with autism.
